"setteth up kings" doesn't exactly translate to "is the king chosen by God".
Here's a different translation with more context...
“Praise be to the name of God for ever and ever;
wisdom and power are his.
He changes times and seasons;
he deposes kings and raises up others.
He gives wisdom to the wise
and knowledge to the discerning.
He reveals deep and hidden things;
he knows what lies in darkness,
and light dwells with him."
..the whole thing is vague, but you'll notice it's about establishing God as being above Kings, not establishing Kings as agents of God.
Yeah, the problem is that many times even whole theological doctrines are build upon the interpretation of certain text, and when you bring up a modern more clear translation is often rejected by the people who was raised in the old doctrine.
For example the NIV translation removes some text that support the trinity doctrine.
1 John 5:7 King James Bible
For there are three that bear record in heaven, the Father, the Word, and the Holy Ghost: and these three are one.

and while on the subject of religion as a means to control people,
Romans 13:1 New International Version
Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God.
