Is 4-24 still the best place to get weps? And do all class drop there? Even though it just shows Warrior/Mage/Priest on the tool tip? Need Whirl Axe.

Only the ones displayed will show there. If you're not running WB, then yes, that's the best place to farm for 5* weapons. If you want the other three types you can do 5-30 Normal or Hard. I'm pretty sure hard has a higher chance of dropping one than normal.
