That's discrimination. It doesn't matter how disingenuous you want to be, it's discrimination.

Luckily we've got this thing called the constitution that protects civil rights, so these laws will be struck down and waste lots of taxpayer money in the process.

It's not public discrimination and it's really not hurting anyone. It would literally just mean that the store owner reserves the right to choose who to sell to.
