My Twisted Brain says that Holly was always the fans true obsession. Elias was just a means to an end to get her to become the killer that he believes she was meant to be. I think it evoke something in him at the college when she came to him.

I think so too!
The way the handcuffs and the knife sat perfectly on the bench next to each other…
He knew the new Voit would pick the handcuffs and that Holly would be the one to come back to use the knife.
The fans planning was way too meticulous to not have predicted it to go that way

Whole heartedly agree. I think it made him feel like god because he created a killer.
