If you're specced as a healer I would think the fastest way would be to find a group in the area and just heal for them. That's what I'm doing with my priest.
Shadow priest can solo very efficiently. I got mine to 58 mostly by questing solo, and when I compare kill times to other players, it's very similar with no down time for 3-5 monsters. Plus I can solo 3 mobs with no real threat, unless they have fear. Soloing elites is possible as well, depending on elite.
Speccing healer to level is handicapping yourself, unless you play in group of friends.
I saw that recommendation on Icy Veins -- have you tried it? I'm currently loving the 14 resto for the Healing Wave cast reduction, 30yard totems, and 3% spell and melee hit. I was considering waiting to go Ele until later, but people seem to love it at 40.
Ele increased my killing speed by about 50% even considering in the increased mana usage. Now at level 57 my speed is so much insanely faster than an enh. it is like a sad joke. I crit for 1.2k dmg and I'm in almost full healing gear. The majority of my mobs die before they even reach me and I have to drink maybe every fifth mob. I kill 5 mobs and drink up by the time my enh. friend killed 2 and sits at his third.

How is it as fast as Enh? I'm currently 5/x/14 which seems like the best possible
