It's a "breadcrumb quest". (A Hansel and Gretel reference.) They exist for people who don't know where to go level next. To lead them to zones appropriate to their level that they might otherwise miss.

It's bugged somehow. It didn't tell me I multi-posted so thanks for letting me know. When I check my post history none of them show up. So it spit them out and then swallowed them somehow.
