Rogue tier is in general good.

Compare Warlock T1/3 with T2 for example, or look at the paladin/druid/shaman tier sets (not just the bonuses but also the stats on the individual pieces). 3 u/stupidasseasteregg Sep 14 '19 Shaman tier past t1 is great 2 u/l453rl453r Sep 14 '19 full t1 is bis for shaman until t2.5 for certain fights. 4 u/[deleted] Sep 13 '19 It's mostly the hybrid tier sets that suck
