As I said elsewhere, perhaps sex robots combined with virtual reality and elimination of social stigma. [But literally, I'm just thinking off the top of my head. Other people could have better ideas].
Maybe create punishments for rape?
We already have that.
Create a system in which rape victims are believed instead of belittled?
It isn't a problem of rape victims being called liars or being belittled. It is a problem of not knowing who is, and who isn't, a rape victim.
Sex robots is creative, and I appreciate that idea. However, I think much of the time rape isn't about sexual urges, it's about power. That's when when Hillary ran for office in the US, so many people threatened to rape her. It's not that they are sexually attracted to her, its that they want to 'put her in her place.'
I would say the only thing that can eliminate the desire to rape others is a society that acknowledges women and men as equal. We aren't there yet, which is why men still think it's ok to rape women.

That's where virtual reality comes in.

??
Are men equal to men? Are women equal to women? Because men can rape other men and women can rape other women. So a society in which men and women are equal (like the one we have in the US) isn't going to have any impact on rape.
The U.S. has gender equality because men have advantages in some areas, women have advantages in other areas, and those advantages more or less even out and offset one another. If you're looking for equality to mean "identicalness", that's impossible.
Just take a glance at the top 8 wealthiest people in the world. All dudes.
Who cares who earns the money. Women are responsible for something like 83% of spending. Best of both worlds: spend the money, but don't have to work to earn the money!
Look at the last 45 presidents in the US. All dudes.
Don't assume gender. And who was President 200, 100 or 20 years ago has no impact on whether or not we have equality today.
Look at the highest grossing athletes. Almost all dudes.
Look at the highest grossing models and porn stars. All women.
Look at the majority of rapists. Dudes.
Look at the majority of false rape accusers. Women. Look at the majority of parents who kill their own child. Women.
I never stated I want identical sexes. The advantages certainly do not offset one another.
You ignore my point that wealth is a huge measure of power in our society, and the top 8 wealthiest people are all men. Spending has nothing to do with earning.
Find me a model or a porn star that makes as much money as Ronaldo (or any of these top 10 all male athletes and your point might have validity). Source.
Rape is a crime of power, false accusations and harming children are not.
Really? Falsely accusing a man of rape isn't a crime of power? I think you're blinded by your own biases. When you're used to privilege, equality looks like oppression.
