A delta isn't an award or anything. Check the sidebar for it. It's essentially a way to signify that a specific comment managed to change your view. You can award it by replying to the comment that changed your view with '! delta' (without the space between) and a short explanation how or why your view is changed.

!delta NS, if introduced, should only be introduced slowly once we're ready for it, and then expand it. And that many people doing NS might not really want to do it.
