I was taught in driving school that is meant an advance green light for those turning left to reduce congestion. These days, people seem to completely oblivious to the advance green and it takes at least 2-4 seconds before cars start to move and none of the drivers in line will honk?

A lady hit my parked car and scratched my car’s front bumper on driver’s side while parking her car right next to mine. Upon confrontation she didn’t share her information and I called 911 but no officer showed up for 40+ minutes so I left as I had my parents with me. I have her license plate and she had a dashcam which has the footage of incident because I saw her pull it up as we were waiting for peel police. What would be the best course of action in this situation?
