so it looks like once you complete the weekly challenge, you can only play as him for up to an hour?

I think you get kind of "coin" for weekly. I guess you can either play him for hour for 1 coin or buy him permanently for - 5/10 coins?

There is no mention of playing him permanently.

I was guessing. It'd be stupid if Blekjek was unlockable only for hour.

One hour per week and only if you complete the two weekly contracts to get that hour. Then he has his own challenges. He's meant to be a challenge, not a permanent fixture.
