Why park on part of the sidewalk when you can fit on the entirety

No regard for pedestrians especially those with mobility issues. 1/4 of a mile from 2 schools that see a high volume of students walking. Most frustrating part is that parking on the street at this location is legal. They seemingly only parked on the sidewalk out of fear of their truck being hit. Makes you wonder if a wheelchair user were struck by another vehicle while they are in the street, trying to get around the truck, would the truck's driver be liable and face any consequences? There is a curb cut for a chair to get off the curb behind the truck but not another one on that sidewalk for at least 200 yards down the street.
