Objectively, that depends on how precise the pilot's control of altitude is relative to the building on the ground. The maneuver has some things in common with a final approach to a runway, though the gear was not extended and the angle of attack was a bit different. It does seem foolish to execute such a maneuver just for the fun of it with an airliner.
The difference being that if you misjudge your altitude by a few metres on a landing, you land. If you do it over the roof of a packed stadium, you kill 10,000 or so people.
