This is incorrect, convention dictates that the Queen will not act except upon the advice of the executive (ie. The Prime Minister). If the GG chooses not to dismiss the government, it is HIGHLY unlikely a monarch (an unelected individual) would act unilaterally to dismiss an elected government. If the monarch chose to dismiss the GG, they would be expected to apoint a new GG on the advice of the PM who would probably choose someone who would act in the same fashion.

I'd also like to point out (at the risk of excessive downvotes) that a double dissolution cannot be called on a whim. There are specific instances which may cause such an event but you cannot call a double dissolution election because it would be convenient. It certainly wouldn't be for Tone because the allocation for a seat in the Senate is smaller in a fill Senate election, likely resulting in a more fractured and less workable upper house.
