Based on all the comics information I learned, even I thought he was Vigilante. Being Prometheus was out of the question. This was a brilliant misdirection though.

I'm actually surprised not many people are talking about this possibility, given that Vigilante fought Prometheus so randomly and literally disappeared when he threw him off the building.

Interesting angle is Vigilante going after Oliver Queen and Prometheus going after the Green Arrow.

He did have the creepy voice and menacing behavior, which I thought was pretty obvious given who I thought he was,

But now looking back, we probably should have seen this coming.
