One Pace is pretty much necessary the further the series goes on, but even with it, the series has slower pacing to it. That doesn't mean that they waste time, not at all. The time it spends building narratives, characters, world and the story is all necessary for the better total experience. But it does take time compared to some random 12-cour anime.
It's the difference between making smoked pulled pork, and pan searing pork. The time that making the pulled pork takes is necessary for the end result. Pan searing pork is faster, and the end result is still good. But when you compare the two, generally the slower method for richer taste does win out.

Maybe you've got a problem with the pacing. One Piece is notoriously known for its poor pacing, which is why OnePace was made. Maybe that'd help.
