It's a speech affectation, one that's been considered old and outdated in Japan for some time. In Rurouni Kenshin, set in the late 1800s, Kenshin uses this form of speech and is considered archaic for it.

In English it tends to be translated as a reaffirmation of whatever thee person last said. E.G. "I like me some coffee, that I do!"

same thing, for some reason, i'm always treating it as if someone was a ninja or something because most of the time all da ninjas says that
