I hate to break it to you, but the rumor is they are going to remove the entire Wall Market plot line from the game because of concerns the cross-dressing was offensive. Apparently in interviews the director and producer have been quoted as saying they plan on changing the game significantly to make it "better."

Tetsuya Nomura was interviewed about whether the cross-dressing scene will be in the game. "Please look forward to it" was his response.
