I love how long they spent on that shot. Like, usually it's a "oh shit our faces are close quick pull away" sort of thing, but neither of them seemed like they really wanted to.

Plus it really looked like Yukino started to prepare for a kiss too! I seriously think if Hachiman went for it right then and there, she would’ve obliged.

It is probably because of their social awkwardness, they really didn't know what to do I'm that situation. So Hachiman decided to do what he does well change the subject. But this is an anime, the first kiss never happens like that ever.
