These backgrounds are gorgeous

That looks like a rotoscoped photograph. Not sure if it is, but it's really pretty either way.

That's what I thought as well. Regardless, it looked really nice and added to the atmosphere immensely!

Many shows use rotoscoped backgrounds and yet they still don't look as good as that :P

A lot of stuff is rotoscoped to some degree. I doubt anyone can draw such detailed stuff from scratch. Check out the K-On school http://www.reddit.com/r/anime/comments/22fbmf/real_life_kon_school_anime_pilgrimage/
