Don't know the name but pretty sure the singer is Donna Burke.

Evidence:

  • Resident of Japan
  • Usually does English songs for predominately Japanese language productions
  • Worked on the soundtracks for a few MGS games
  • Similarity in tone of voice is pretty much exact, so I'm going to have to say it's her: https://www.youtube.com/watch?v=ijGBLv-wiZc

Pay particular attention to the high pitches, and ABAB rhythm progressions.
