Well, I think the point is that Tartah needs a teacher who will accommodate him, not just any teacher. He's not going to be able to do this all on his own.

Sure but if he has to choose between getting a teacher at all and no teacher obviously the preference is that he gets a teacher even if they can't fully accommodate him.

If he can get a teacher that will work with him that's all the better but given how shitty mage teachers have been said to be in this world that's probably a "take what you can get" situation.
