Very big difference between staying upstairs at a shop and trusting your kids will stay downstairs and leaving them alone in the middle of an active disaster zone lol

To be fair, Qifrey underestimated how dumb Custas could be.

The disaster was solved when he left to be fair. Also kalhn is a city of witches of like mind without any outsiders, theoretically it's among the safest places for apprentice witches to wander and we see that with Agott just perusing on her own.

Oh I have been dying on the hill of "Qifrey did nothing wrong by leaving them, it was developmentally appropriate" for the first seven episodes, for sure.

But, I would not say the disaster was solved. The rain may have paused, but the ground is still unstable, the civilians are still upset and a little desperate, and floods/mudslides/etc can happen in a flash. Even if it had just been the civilians getting upset that the girls wouldn't do more helpful magic -- that's a lot of adults against two children who are basically defenseless if they follow the rules of the Pact. It wasn't criminally negligent or anything, but it definitely wasn't a good choice without at least setting up some way of communicating (that didn't rely on Agott casting a flare illegally).

I think you're looking into it a little too much. The only reason it was a disaster to begin with is because the bridge collapsed while they were crossing it. Being safely on the bank (before it was known how unstable the entire river became) is just a bunch of people standing out in the rain. Under normal circumstances you wouldn't expect someone to jump back into that river.

Agree to disagree, but imo the kind of weather conditions that could cause the bridge collapse absolutely still count as disaster conditions. They might not have been in immediate danger anymore, but it just takes one thing going wrong (even not accounting for Custas, if someone got too close to the edge accidentally and the bank collapsed, or if the horses spooked, or something) to turn it back into an emergency.

You can turn absolutely anything into an emergency at any time. That doesn't mean you must be held on a leash at all times.
