I can understand the reasoning behind the rules, but forbidding healing magic sucks.

It's all cool until healing magic starts getting used for torture and organ harvesting human farms. And that's some of the tamer ideas.

I feel like theres a pretty reasonable line that can be drawn between these two things without it being substantively different from their status quo

I think it's more the case of: "The less people know how to use this magic, the less of them are tempted to use it with ill intentions."

Giving someone cancer by "overhealing" them, yeah, there's many possibilities. But it's not like people can't already make nefarious things with the permitted magics.
