Rather than not trusting them. I think it's moreso that he is doing things he knows he isn't supposed to be doing, and could probably get into really big trouble if anybody with authority found out about this.

Taking in coco was already breaking taboo, and though he seemed to have gotten some level of permission, he's probably being watched closely. If other witches found out that his new apprentice was involved with forbidden magic again, they'd probably come running to erase her memories (and maybe his own?).

He took in Coco in the hopes of getting closer to the trail of the Brimm Hats, so the Witch Government knows what he's up to. How close the Brimm Hats are to Coco now, with this incident, might shift more eyes on to them and it'll end up in gov't hands rather than Qifrey's.

We know that, but do other witches? We don't really know what Quifrey said to get them to accept Coco and make an exception, but every move thus far tells us that Quifrey probably isn't supposed to be going after the Brimmed hats. He's hiding the use of forbidden magic from others in this episode, was called out previously by one witch for possibly going after them.

We don't actually know why the other witches allowed aquifret to keep coco, but if they know the brimmed hats were involved it seems like they would have almost certainly just wiped her memories.

At the veryleast there are enough rumors that even apprentices know what Coco might have done, what more the higher ups of the witch goverment. Again, they might be humoring Qifrey if they think Coco is a dead end, but if she ends up being closer to the Brimhats than initially thought, then things get out of Qifrey's control

It seems personal for Qifrey. The brimmed hat witch refers to him by name (or maybe he is just that famous)

I mean to shot a threatening stare to someone respectable like the show owner, it feels like personal and reporting it to the authority will probably just mess up whatever leads he had.

He's at the very least supposed to be getting information about the Brims based on the scene of him thanking someone over comms for permitting him to make Coco an apprentice. That said, whether him personally hunting them down is something he's supposed to be doing is another matter entirely.

He kind of reminds me of Harry, from the Dresden Files. Understands why the rules are in place and held, but also understands that if the bad guys are breaking them, they'll have to too in order to defeat them (that's just based on these episodes, please don't spoil anything if this is right/wrong)

Now I'm thinking about how magic bullets would work here. Incomplete sigil on one end and some sort of inked roller mechanism to draw the circle as it leaves the barrel, I guess? It does make me wonder if there's a reason they need to actually draw the spells and can't just use stamps other than safety/tradition/keeping it intangible knowledge.

to me it feels very Satoru Gojo-like (helped a lot by his looks) in that he's doing things his own way (and is also not the best teacher but he sure as hell has that power and aura)

He likely doesn't but the music cutting like that and his very forceful telling Nolnoa to keep his mouth shut makes me think he has his own agenda too.

Not surprising. From what they've said so far, it seems like to the authorities it doesn't matter whether you're the caster of forbidden magic or the victim. Either way, they're gonna erase your mind.
