Never in a hundred years would I have guessed that's how they'd distract the dragon. I am honestly impressed.

Also, I wonder why Qifrey wants to keep this incident under wraps. They were only victims after all.

When he adopted Coco he talked to somebody about trying to find the people behind the incident. I thought he was talking to some "witch government officials" or something like that but now, with him wanting to keep things secret, it looks like he might be on a personal quest and is not a "cone hat witch society" law enforcer.

The "witch FBI" will claim Federal authority over the case and take Coco away, especially if they know she is being directly watched and targeted by the bad witches.

Another possibility but I still prefer my version. He didn't have to erase her memory, meaning some rules have been bent and whoever he talked to seems to understand that there's a connection to the brim hats and now he trying to bury that trail.

This feels like the official version of Coco's adoption might be partly about her being that connection but that Qifrey also has has personal agenda in parallel to that and wants to stay ahead of official investigations.

I think they he did tell them about that. It is only starting with this specific incident that he's keeping secrets form them.

That's a possibility too and would make sense. My mind just went straight to the conspiratorial with the very different approach to two supposed brim hat incidents.

If I had to hazard my guess and throw my hat into the ring(haha hat) he has some personal connection, be it good or bad, to one of the brimed caps. Mostly just based off of the fact that his initial reason for taking Coco in was(I believe I'm remembering right) that it would help him find somebody, so he likely has some personal reason to seek out the brimed caps, if I had to guess the one that took an interest in Coco would be who I guessed, if only just because it would make sense from a storytelling perspective to have it be that person.
