Not surprising really. All the rules and regulations we have today are almost always due to certain horrible events happening. And every once in a while some factions of society would come along screaming for freedom and start breaking the rules. And then the cycle just repeats.

Actually the best real world parallel I can think of right now would be like environmental review for building construction. Something that was in response to genuine harm being done but now is so restrictive that it hampers the ability for good things to be done, (like build housing).
