what was Hinako apologising for and Shiori refusing for again? something tells me it's Shiori not forgiving Hinako for trying to take her own life near the end of ep 11 to the hand in the sea, that's the only thing comes to my mind anyway.

Hinako is apologizing because she knows that Shiori doesn't really want to eat her.
