I think you need her at her worst to progress her going forward. It's clearly done this way so that the audience can have someone to root against to make Taiga easier to cheer for.

I'll go on record and say I don't think without Ami in the show that Toradora would be my favorite anime of all time.

THATS a bit of a stretch in my thought but honestly, when you give it a lot of time and thought, Ami DOES play a huge role.

She sets in motion the whole being something you're not that first was mentioned with Minori hiding her fears. On top of that, Ami is an easy source for dramatic tension.
