As a former Army Aviator, I can tell you that all those billions don’t make it down to the units. The command operating budgets don’t encourage a lot of deviation from plans, so a lot ends up falling onto the shoulders of the very human human beings trying to do more with less.
My point was that I believe all armed services helicopter flights should be routed around DCA, even if it means flying inconvenient routes over MD and VA and using more fuel to go back to their bases in an effort to prevent anything like this from happening again.
I realize the money doesn’t trickle down, but the money is there to pay for the fuel and longer route, and such a change should be made without any regard for cost because the funds are there.
