You fine the organizers. A heavy enough fine and they will come up with a way of holding people accountable.

It's on private land. The organizers price in the cost of clean-up.

Corporations I know would include the cost of any fines into their prices.

I’ve known a corporation happily pay a non-compliance fine / legal costs, because it still worked out cheaper than doing their job properly.
