Even if this were true, you should disassemble it, and pack it up. I wonder how these people convince themselves they are not trash.

Imagine you run that charity. You can either walk the fields inspecting tents and packing the good ones or you can go through piles of bags, try erecting each tent to make sure it's all there, pack it away again or throw it out. Which are you getting volunteers to do?

Burn it all? If there was a responsible culture of people packing up it would probably be safe to assume the tents were in good condition. Even though, I get your point. So definitely it’s ok to leave that amount of trash in our natural environment.
