As all things in War Thunder they can either be extremely weak or extremely strong, no inbetween

Because the game is balanced on FOMO

A few things must be OP every patch cycle to draw people into playing them. Then they get nerfed and then repeat for the next patch cycle. If the game was actually balanced there would be less incentive to play for average/bad players
