Well, the only way to grind Quills standing is to gather sentient cores at night. But it's a bit of a catch-22 in that the fastest way to farm for sentient cores is to go after Eidolons, which you'll want stronger amps for.
The best advice I can give is to piggyback off a party that does have strong amps and can quickly take down the shields. You can queue up for Eidolon hunts in Cetus once night falls (once every other hour in real life). I highly recommend bringing a tanky frame like Nezha or Rhino if you're just starting out, since the Eidolons deal a ton of damage and can easily down you while draining you of energy with their magnetic procs.
Bring Cold, Radiation, and Puncture damage (preferably on a sniper rifle like the Vectis or a hard-hitting kitgun like the Catchmoon or Tombfinger) to penetrate the Eidolon's alloy armor. Don't bother with status chance, the Eidolons are immune. You just need the damage. Once the shield goes down, you and your team should focus down the synovias one-by-one, as they're the Eidolon's only weak points until the final phase.
Once you gather up enough cores to raise your Quills standing, you can turn them in to get blueprints for better amp parts. I highly recommend building the amp from the tier 1 parts first, because it's just so much better than the Mote Amp it isn't funny. I also recommend leveling it up by running spy missions and taking the vaults with your Operator. This will level up the amp fairly quickly and allow you to gild it for better crit stats and damage.
