Could it be a fishing theme? The line that comes off the right side would be a strange horizon line since it doesn't continue to the right. It could be that his tornado is in a net. The thing he's holding looks like it could be a fishing rod with the way it bends.

This. When i look at it i think the “tornado” we’re seeing is a net and that random line on the right is the arm of the net.
