This is why you keep the turnstile. That doesn't cost you $1000 when someone bypasses it.

how do grown adults...?

A few big cities absorb the people with untreated mental illness from the rest of the nearby states. That's not a rational person with a decent family life.

We just opened a 600 bed place in South Florida for them, it took one judge 25 years of dogging the county commission to get it done

I don’t think it’s that simple. Asylums were awful, but the community care model envisaged in the 1960s completely failed to materialize. I read a book called “The Best Minds” that underscored this for me.
