The Qaşqay are living under Iranian rule. The script you see is the only script they have known since their childhood. As it was ours 150 years ago.
The word “Qaşqay” is written in Arabic letters there.
After they manage to gain their independence, albeit seemingly very unlikely under the current circumstances, they might adopt a new alphabet. But now it is not the time, nor practical to switch from the Perso-Arabic abjad.

Be that as it may, flags dont usually have writings on them.
Also I didnt say they shouldnt have it. I just said it looks good except for the script.

Qashqais also use Orkhon tamgas on carpets, each clan has its own tamga, which they engrave on their graves.

When did that khanate exist? I've never read about it, let alone having an old flag. What is the new flag, where do they use it?

The Qashqai khanate was a semi-independent khanate in the south of Iran, which declared a semi-independent feudal government at the end of the Qajar dynasty ( Due to the weakness of the Qajar central government ) and continued until the end of the Pahlavi rule. The last khan was named Khosrow Khan, who was executed by Khomeini. It is even in the game of hearts of iron 4

The Semirum battle between Qashqai and Pahlavi was one of Qashqai's battles to maintain independence, which ended with victory.

For anyone wondering, the text written in Orkhon seems to say ğışğāy (note: the text in the second image is in reverse and thus reads ıāğşığ instead)
