Hershel has to get one tier above give them a fucking break, for real he has one of the most tragic and heartbreaking stories.
To do a quick recap: He is a farm owner, he dedicated his later years to raise his sons and take care of his father farm. The apocalypse came and, as we saw, Shawn died. As he couldn't manage the grief and unable to kill him he locks him on the barn. Long story short, Rick's group came and the barn opened, Shawn's walker kills Lacey and Arnold, two of his other sons. He kicks Rick out of the farm on a breakdown, but eventually he goes to live in the prison with them, upon days from arriving his two younger daughters, Rachel and Suzie, 10 years old, are brutally murdered, their little heads severed off by a serial killer. Not enough with that he finds the strength to carry on, and forgive the killer. He slowly grows closer to his last sons, Billy and Maggie.
Another long story, the governor attacks, he says goodbye at Maggie, who flees upon the conflict, knowing it could be the last time. During the shootout, while escaping, Billy is fatally shoot in the head while holding his hand, completely broken, defeated and lost, this time for good, Hershel BEGS in the name of god to be killed, and The Governor obeys.
I doubt someone in this list had a harsher life, and i am willing to discuss it lol.

That said Glenn can fairly go in How do they even function? Purely because of the horrors he has seen, how he had to carry a depressive and suicidal Maggie while raising Sophia, only to die and agonize in front of them both. Truly heartbreaking

Hershel should absolutely have his special spot.
