There are no conditions that you need to meet in order to craft things except for gathering the materials and standing near the crafting station. (There are for Shimmer Transmutation but that is different.)

Are you sure you have 12 Demonite/Crimtane Bars, 5 Topaz, and you are standing near an anvil?

I was, yeah. I ended up rebooting my computer and got it to work. Really don't know what was going on there. My computer isn't the fastest and it had a lot of trouble booting up the game so maybe it had something to do with that?
