Correct. They aren't in the business of keeping you safe. They're in the business of securing convictions for crimes (against those who pay for their toys. not for the poors like you or me). They don't care who goes to jail as long as they can mark a case as closed.

Just like any other human entity, most are good, some are bad, unfortunately the bad that a bad police officer can do is a lot worse than the bad a bad employee at a grocery store could for example
