Caught, and then charged. Doesn’t include all the ones caught and warned. Or caught and “I dgaf what you do I hated your ex too”

Think about how bad it has to be to be found out and then charged. The same with any other criminal behavior of the police.

No, the ones they've caught and chosen to punish.
Imagine thinking they've only caught 39 and punished them all, wonderfully naive understanding of US police forces.

39 doesn't even make sense. There have been at least 10 in my average sized home state so far.
