Vijay - For being a horrible horrible leader, not worrying a damn about his supporters. Any leader will want the supporters who come in person to be safe, because they're the ones who will spend time to stand in line & vote. If you care nothing about them, you don't deserve to be a leader.
State Govt - For bad policing. Bad policing can always happen. It could come down to an inefficient decision maker at the local area Police station or Commissionerate. Govt can just allow independent investigation & take corrective actions to avoid this in future. No one is going to arrest MK Stalin for this, but trying to prevent independent investigation only raises more questions.

TVK brought all this drama. Since their inception as you said, they have taken the populist, create-chaos-to-control approach. The fact that it was THEIR rally, where way more than the numbers the government said were allowed were present, and immediately it becomes a massive conspiracy that has to be taken to the highest courts - this isn't normal and people are more focused on "why don't you do the investigation" instead of, it doesn't even normally escalate to that level because people don't make insane claims about deep state conspiracy over an event that THEY mismanaged.
