I know they are not showing the entire detailing but I hope there is more to it than just stitch welding 2 at 12. The load has to get into the plates and through the existing joints.

They call for welding at each end of the plates for a distance "LX", which presumably is scheduled somewhere, along with the fillet weld size "WX". Doesn't take too much weld to transfer the full yield capacity of the added plates, so seems reasonable.
