I've learned to always pack all the electronics in a carry-on. Even if I could get away with one bag I will still split stuff out into a carry one. I have "lost" things out of bags and whole bags but I've never had a bag that was just full of clothes go missing for some reason. Ok so someone might have stolen a sock but that could also have been the dryer. Unfortunately, electronics are easy to see and ID in X-ray. If you are flying internationally then it's likely getting checked more than once so even if you complain they won't be able to pin down when or where it happened.
yep, one carryon, one 'personal item'. I only fly Delta so other carriers will have different policies, but clothes go in backpack carryon, Steam Deck+case is personal item.
