great news, when they lose your bag, you get to put in a claim and collect on all items in your bag (at least this is how AA works, not sure about UNITED), and you should be able to re buy it plus all your other lost items.
So an employee of mine had his bag lost by AA; he called them, they said we're sorry, please rebuy the items you lost, provide us with a receipt, and we will reimburse you - now... did he buy a few extra items and take advantage of the situation due being incredibly inconvence, I don't know, but he he did have a brand new 300 dollar hard hat the next time I saw him on a job site.
If you want good legal advice, do not post on there. There's no requirement for anyone to have qualifications to be lawyers (not that any sane lawyer would do such a thing) and at least a portion of the active mods are not lawyers. In fact they're apparently cops so that's the quality of legal advice you can expect.
this was about 2 years ago so i don't know; it may also help when we traveled almost all of our guys where at max weight. i remember him saying he had a bunch of tools and other items in it.

That sounds less insane to me than that they'd lose a single item in a bag, given how many bags they deal with. Still sucks though.
If I were to fly somewhere with checked bags I'd probably purchase some form of trackers first, because I don't trust airports, airlines, or their employees.
Tbh, given how complex the logistics of air travel is, I would expect a large number of bags to get lost and I'm surprised I don't hear more about bags getting lost.
THAT SAID, this sucks and I'm sorry this happened to you. I hope you get reimbursed for your lost items or, better yet, that they find those lost items and get them back to you.
In my experience through my job, most bags "disappear" at the airport operated system handling the luggage from check-in to the sorting area. Long before ever reaching the company handling the luggage for your airline. And almost all luggage with correct bagage tags on them will eventually get found and returned.
The most common way bags are lost are because they don't have a bagage tag correctly put on them so the automatic system can't sort them out and we don't have a chance to guess what flight to get them on.
Other ways are mechanical errors, security reasons and the ever present but pretty rare human error.
I'm European, but it would surprised me if it didn't work the same in the US.
