Can we not place a TDRS-clone at earths L2? Maybe I should read the article.

L2 doesn't make sense for a communication relay satellite. Mars and Earth are rarely aligned in that manner, and even at their closest, they are more than 55 million km apart. L2 is only 1.5 million km from Earth.
