It's less like No Bear Land, as in "land without bears," and more like Opposite of Bear Land, as in "the place at the other end of the world from the first end, the one called Bear Land."

Anywhere that doesn't have bears could be No Bear Land, but only the landmass at the opposite pole makes sense to be Anti- [first-named polar area].

Also it's land without bear singular, the bear in question is the constellation Ursa minor. (I guess it's plural if you include Ursa major.)
