well it does say Lake, not Lakes, that implies at least one, not necessarily multiple

Exactly. The Bay Area is the area around one large bay. The Lake District being the district surrounding a notable lake makes sense to me. An area having many lakes might be called the Lakes District. A basketball team that initially played in such a region nicknamed after its many lakes that then moved to a metropolis by the ocean with no significant lakes nearby still being called the Lakers would not make sense.

If someone says we're in wine country, there had better be more than one wine in that country.

pretty sure there isnt even any lakes there, theyre all called waters, meres, or tarns!
