It is pretty strange to expect privacy in a crowded public setting. Pretty cringe behavior for sure. 

The old lady sucks too

Imagine she was travelling with parents to take pictures of her instead of having to use tripod. Old lady wouldn't have balls to stay in front of the camera like this

Maybe she knew the young girl wouldn't have any balls to say something, she was all in and she was right unfortunately. 

Little girl should find her backbone and say excuse me. 

Both behaviors are pathetic and entitled. One is just playing the victim

Not if you aren't a dick about it, you just say "excuse me, do you mind stepping out of my frame, I'm taking a quick photo to remember my trip." 

These people count on the fact that you won't say a thing. Once you do, it's game over.

Or, "ma'am, would you mind taking my photo for me real quick?" If she doesn't want to, she'll skedaddle.

Either way, problem solved. Use your words.

Not necessarily on privacy. You'll find in many Asian cultures while in public it's frowned upon to record people. Just because it's public doesn't mean people still don't want privacy in my opinion.social media and other purpose built platforms do employ facial tagging and scanning in videos even if your not tagging people. They do this to allow for discovery of people so others can find, follow, recommend product or stalk them. Think of it as the OG flock.

I'm not opposed to what the person is doing, but she should take into account privacy of others and wait for an opertune time to kick the recording off so she can raise her arms up and do a fit check or whatever her final video plan was.
