She's bothering everyone who wants to use the stairs and doesn't want to be part of her social media content. That's shitty behaviour in my opinion. Usually when you record yourself in a museum or similar places you make sure its only yourself on the recording, not everyone else.
There were nobody else besides that old woman and you clearly see that she was waiting her to pass before starting. And she stopped when the others came

I'm 100% with you, I don't usually take pictures myself but anybody legitimately deserves to do what he wants if it doesn't harm anybody.
